Call me an old cynic here,but....
Assuming the problems with Tiscali stem from them having too many subscribers for their available bandwidth, resulting in them dreaming up new and exciting ways to restrict usage before they have to spend money increasing that capacity.
Assuming also that the near mythical Liz Degan's inimations that things may begin to get better in 2~3 weeks had something to do with their acquisition of Pipex...
Can we assume then that their intention is to use surplus capacity within the Pipex servers to reroute excess capacity within Tiscali's? In other words, presumably things are only going to get worse for Pipex users and Tiscali will see none whatsover.

Maybe you should try SasRipper's workaround matey. Not ideal, but so long as your folks are happy with Tiscali ( ) then this may be your only avenue.
Still, it could be worse.....you could be on Aol

BT just took over my account and I am getting double the speed I got from Tiscali (on a good day!.....at this time of night...it is 10x....not kidding!) AND EVE is working too!
Oh happy, happy day!!

As posted above I was with Tiscali on a 2meg line and was experiencing the 2pm to midnight issue. I had NO trouble getting a MAC code (although I had to steel myself to be extremely polite in asking for something which is my right to obtain), receiving it within an hour by text, 2 hours by email and still waiting for the hard copy
Moved to BT within a week and am now getting upwards of 2.5meg on a 3meg line. Experienced the usual problems in the first week of fluctating speeds and random dropouts as they tried to assess the minimum speed I would accept without whining but it all seems smooth now.

Have to admire your perseverence mate. Personally it was the final straw for me after a year or so of steadily reducing speeds. Every time I log on to BT now I breathe a sigh of relief.
